Safety Management System Development

Introduction & Legal Requirement

Organisations need to manage health and safety with the same degree of expertise and to the same standards as other core business activities if they are to effectively control risks and prevent harm to people. It is important to implement some type of health and safety management system, preferably to a recognised standard such as IS018001 or HS(G)65

These type of systems fulfil the requirements of The Safety Health and Welfare at Work Act 2005.

How do Safecon develop a Health and Safety Management system?

1 Conduct or review risk assessment

The process of risk assessment involves the classification of work activities, identification of hazards and determination of risk associated with each hazard. The risk from each hazard is based on the potential severity of harm and the likelihood of occurrence of that harm. The risk associated with each hazard must be evaluated to determine if it is tolerable i.e. that the risk has been reduced to the lowest level that is reasonably practical and appropriate risk control strategies must be put in place.

2 Preparation of initial status review documentation

The initial status review is a baseline evaluation of your current performance and forms the basis for developing the health and safety management system. The review will also identify your legislative obligations vis á vis health end safety.

3 Preparation of Legislation

We can assist you in establishing the Legislative requirements that your company must comply with.

4 Planning the OHSMS We can assist you in drafting the following documents:
  • OH&S Policy
  • Risk Assessment reports
  • OH&S Legislation
  • H&S Manual
  • H&S Procedures Manual
5 Setting OH&S objectives and targets and implementing management programme

The setting of OH&S objectives and targets plays a key role in directing and assessing the OHSMS and helps to continually improve health and safety performance. The objectives and targets will demonstrate a strong linkage to the most significant hazards and associated risks, and should reference legislative obligations. Implementation of the health and safety management programme ensures that the objectives and targets are achieved.
6 Implementing the OHSMS

We can assist you in implementing the OHSMS as follows:

  • Implementation of Procedures
  • Health and Safety awareness training
  • Training of Health and Safety auditors and lead auditors (IRCA approved)
  • Hazardous Chemical training and spillage response training
  • Workshops for senior managers, supervisors and operators
  • Accident and incident reporting
  • Emergency preparedness and planning
  • Evacuation and fire safety training
  • Developing Permit to Work Systems

7 Pre-assessment audits

We can undertake a comprehensive pre-assessment audit of your OHSMS. The audit will be preceded by a documentation review. A detailed report will be furnished listing all health and safety non-compliances and suggesting suitable corrective actions, where appropriate.

8 On-going compliance

We can assist you in maintaining your health and safety management system once you have achieved certification.

  • Do you have a Safety Management system currently in place to manage your health and safety?
  • Are you in line with the 2005 Act legislative requirements in this area?
  • Do you review the performance of your Safety Management system?
